  4. Often events occur at short notice which MPs think are so
  5. important that they should be considered immediately. To 
  6. accommodate this, there is an opportunity immediately 
  7. after Question Time for urgent questions, asked without 
  8. the usual notice. Private Notice Questions are not very 
  9. frequent, and entirely at the discretion of the Speaker. 
  10. Applications are made before noon, and the Speaker 
  11. decides shortly afterwards.
